There is no countywide answer we could verify. No Broward County page we reached states that the county does or does not collect dead animals, and its Highway and Bridge Maintenance pages do not mention them. Because Broward's cities publish their own rules and those rules differ, the practical answer depends on which city you are in.

What does Margate do about an animal on my property?

Margate is the exception in this county. Its Animal Control page publishes two numbers: one for deceased animals in the roadway, and a separate line, (954) 972-7111, for deceased animals on your property. Worth knowing: the city publishes a number to call. It does not state that a crew will come onto private land or what happens once you ring it, so treat it as a question to ask rather than a service to count on.

What is a swale, and why does it matter in Hollywood?

The swale is the strip of grass between the sidewalk and the street that homeowners usually mow, which is why people assume it is theirs. In Hollywood it is not, for this purpose: the city's Public Works page covers removal of dead animals from City right of way or swales, and puts private property on the property owner. Where exactly the animal is lying can therefore change the answer.
